{"id":18943,"date":"2025-07-15T10:48:35","date_gmt":"2025-07-15T01:48:35","guid":{"rendered":"https:\/\/estatal.gov.tl\/?page_id=18943"},"modified":"2025-07-15T10:59:20","modified_gmt":"2025-07-15T01:59:20","slug":"vizaun-no-missaun","status":"publish","type":"page","link":"https:\/\/estatal.gov.tl\/en\/vizaun-no-missaun\/","title":{"rendered":"Vision and Mission"},"content":{"rendered":"\n<p><\/p>\n\n\n\n<p>Based on the IX Constitutional Government Programme of the Democratic Republic of Timor-Leste (RDTL):<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Vision<\/h3>\n\n\n\n<p>To build a decentralized, effective, and inclusive public administration capable of bringing the State closer to communities and developing a strong local system that supports the sustainable development of Timor-Leste.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Mission<\/h3>\n\n\n\n<p>The MAE is committed to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Strengthening local governments<\/strong> \u2013 by appointing and empowering municipal and administrative post leaders, ensuring technical support and continuous training in planning, finance, and public procurement;<\/li>\n\n\n\n<li><strong>Implementing administrative decentralization<\/strong> \u2013 by creating new bodies such as the Ata\u00faro Administrative Authority and local administration services in each Suco, promoting local autonomy and institutional linkage;<\/li>\n\n\n\n<li><strong>Modernizing public service delivery<\/strong> \u2013 through initiatives such as the \u201cBalkaun \u00daniko\u201d (one-stop shop) and the Municipal Digital Portal, improving public access;<\/li>\n\n\n\n<li><strong>Ensuring hygiene, public order, and urban organization<\/strong> \u2013 by updating laws and regulations to maintain clean, safe, and orderly environments;<\/li>\n\n\n\n<li><strong>Consolidating electoral processes<\/strong> \u2013 including referendums, Suco elections, and the use of reliable technologies such as biometric voter registration;<\/li>\n\n\n\n<li><strong>Promoting good governance and integrity<\/strong> \u2013 through internal audits, inspections, and agreements with human rights entities and anti-corruption initiatives;<\/li>\n\n\n\n<li><strong>Fostering international cooperation and local development<\/strong> \u2013 with capacity-building programs, community infrastructure, and partnerships with the EU, Australia, Japan, and UCCLA.<\/li>\n<\/ul>\n\n\n\n<p>These guidelines reflect MAE\u2019s commitment to decentralization, transparency, efficiency in public management, and institutional strengthening, fully aligned with the Government Programme and the Strategic Development Plan 2011\u20132030.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Based on the IX Constitutional Government Programme of the Democratic Republic of Timor-Leste (RDTL): Vision To build a decentralized, effective, and inclusive public administration capable of bringing the State closer to communities and developing a strong local system that supports the sustainable development of Timor-Leste.
