Based on the IX Constitutional Government Programme of the Democratic Republic of Timor-Leste (RDTL):

Vision

To build a decentralized, effective, and inclusive public administration capable of bringing the State closer to communities and developing a strong local system that supports the sustainable development of Timor-Leste.

Mission

The MAE is committed to:

  • Strengthening local governments – by appointing and empowering municipal and administrative post leaders, ensuring technical support and continuous training in planning, finance, and public procurement;
  • Implementing administrative decentralization – by creating new bodies such as the Ataúro Administrative Authority and local administration services in each Suco, promoting local autonomy and institutional linkage;
  • Modernizing public service delivery – through initiatives such as the “Balkaun Úniko” (one-stop shop) and the Municipal Digital Portal, improving public access;
  • Ensuring hygiene, public order, and urban organization – by updating laws and regulations to maintain clean, safe, and orderly environments;
  • Consolidating electoral processes – including referendums, Suco elections, and the use of reliable technologies such as biometric voter registration;
  • Promoting good governance and integrity – through internal audits, inspections, and agreements with human rights entities and anti-corruption initiatives;
  • Fostering international cooperation and local development – with capacity-building programs, community infrastructure, and partnerships with the EU, Australia, Japan, and UCCLA.

These guidelines reflect MAE’s commitment to decentralization, transparency, efficiency in public management, and institutional strengthening, fully aligned with the Government Programme and the Strategic Development Plan 2011–2030.
