  1. Assegurar a execução das linhas de orientação estratégica do STAE definidas superiormente;
  2. Aprovar as directrizes adequadas à concretização dos objectivos consagrados nas linhas de orientação estratégica e no plano de actividades;
  3. Assegurar e executar as acções necessárias para a realização atempada dos actos eleitorais, de referendos e actualizações do recenseamento eleitoral;
  4. Propor medidas de esclarecimento, formação e informação adequados à participação dos cidadãos nos actos eleitorais, referendos e recenseamento eleitoral, bem como assegurar a correcta actuação dos diversos agentes da administração eleitoral e o funcionamento dos serviços;
  5. Planificar, executar e apoiar tecnicamente a realização das eleições e referendos, bem como as actualizações do recenseamento eleitoral, quer a nível nacional, quer a nível local, recorrendo, para o efeito, à colaboração das estruturas administrativas existentes;
  6. Assegurar as estatísticas do recenseamento, dos actos eleitorais e referendários e promover a publicação dos respectivos resultados;
  7. Organizar o registo dos cidadãos eleitos para os órgãos de soberania e órgãos locais;
  8. Apoiar e colaborar com a Comissão Nacional de Eleições, adiante designada por CNE, nos termos das disposições legais aplicáveis;
  9. Organizar e actualizar, sob supervisão da CNE, o recenseamento eleitoral, propondo e executando os respectivos procedimentos técnicos e procedendo à organização, manutenção e gestão da respectiva base de dados central dos eleitores inscritos;
  10. Elaborar o regulamento interno e o quadro de pessoal do STAE para ser aprovado superiormente;
  11. Propor superiormente a abertura ou o encerramento de delegações no País ou no estrangeiro do STAE;
  12. Propor superiormente a celebração de acordos de cooperação com outras entidades nacionais ou estrangeiras;
  13. Desempenhar as demais competências previstas nas leis e regulamentos aplicáveis.
